Joe was born June 8, 1967 in Adams County. He was a son of Myrna Williams Sexton of Portsmouth, Ohio and the late Don Williams. Joe attended Antioch Freewill Baptist Church and was self employed at Performance Towers. Joe leaves behind his wife Rita Hall Williams whom he married November 19, 1994. He has 4 brothers and 5 sisters. Joe loved hunting and spending time with his family.
